Answer:
Google disables Adsense accounts if you do not comply with their terms and conditions. When you
first reach 100 dollars in your account , they review the account rigorously for click fraud. If they find a problem with the account, they will send an email that Invalid clicks have been generated and your Adsense account is disabled. They usually do not enable Adsense accounts again after they disable the account.

If you try to sign up with a different name and address also, they can detect that you have been banned from Adsense. If your application is approved the second time, your second account may be disabled later because it is related to previously banned Adsense account.

However they may consider your request to review your Adsense account if you have a very large and popular website. Please send details of your website, so that we can help you. Many web publishers from India receive monthly checks from Google.
If your Google Adsense account is disabled, you can also consider joining alternate PPC programs like Adbrite, Clicksor and affiliate programs marketed through Commision Junction.
You can join the Google Adwords program any time you wish, you only need a credit card to make the payment and a website. You will have to pay Google every time some one clicks on your ad.
