1) A simple download package that an average web user can install
2) An uninstall utility that will send a notice the next time the user connects to the web that they have uninstalled and when

TECHNICAL CONSTRAINTS
- initially must run on most modern windows platforms (XP, Win2000)
- ideally would also run on Windows98
- We have a strong preference that this is developed using a Microsoft Tool such as Visual Basic, C#, or Visual C++. If this is not feasable then Java would be the second choice.
TIMELINE
- We would like development and QA of an alpha version by May 1st. This is not a drop dead date.
